ORDER denying 125 Motion to Stay Discovery. This matter is before the Court upon Defendants' motion to stay discovery as to Defendants Haifeng He and Huaqiu Chen [Doc. 125] on the basis that these individually named defendants are not subject to personal jurisdiction. The Court finds that Plaintiff has pleaded sufficient contacts with the United States on the part of Defendants Haifeng He and Huaqiu Chen to subject them to personal jurisdiction, and Plaintiff should be permitted to conduct discovery with respect to both of these individually named defendants for purposes of confirming the bases for jurisdiction and to explore the substantive claims and defenses raised by the parties herein. Pursuant to Fed. R. Civ. P. 26(b)(1), the Court finds that such discovery is "relevant to any party's claim or defense and proportional to the needs of the case" taking into account the various factors set forth therein. For those reasons, Defendants' motion to stay discovery [Doc. 125] is DENIED. This entry is the complete order of the Court. No document is attached.
