Plaintiff's proposed order would permit plaintiff to "provide notice of these proceedings to Defendants, including service of process pursuant to Fed. R. Civ. P. 4(f)(3), by electronically publishing a link to the Complaint, this Order, and other relevant documents on a website... or by sending an e-mail to the e-mail addresses identified in Exhibits to the Declaration of Muhammad A. Siwani and any e-mail addresses provided for Defendants by third parties that includes a link to said website." Dkt. 39-1 at 8-9. By 10/11/24, Plaintiff is directed to file a memorandum addressing the propriety of service in the manner it proposes that addresses Sec. & Exch. Comm'n v. Lahr, No. 22-2497, 2024 WL 3518309 (3d Cir. July 24, 2024); Duong v. Nguyen, 700 F. Supp. 3d 1088 (M.D. Fla. 2023); and Smart Study Co., Ltd. v. Acuteye-Us, 620 F. Supp. 3d 1382 (S.D.N.Y. 2022). Plaintiff's memorandum should also describe what efforts it has made to discover Defendants' physical addresses, including through the expedited discovery it was previously granted [24] . EXECUTIVE COMMITTEE ORDER: GENERAL ORDER 24-0024: IT APPEARING THAT, the civil cases on the attached list have been selected for reassignment to form the initial calendar of the Honorable Georgia N. Alexakis; therefore IT IS HEREBY ORDERED that the attached list of 293 cases be reassigned to the Honorable Georgia N. Alexakis; and IT IS FURTHER ORDERED that all parties affected by this Order must review the Honorable Georgia N.
